Lagos unveils new certificate of completion and habitation to stem incidence of collapsed buildings

The Lagos State Building Control Agency, LASBCA, has relaunched the Certificate of Completion and Fitness For Habitation for Property owners and developers as part of efforts to stem the incidence of collapsed building and eliminate quackery

Performing the ceremony in Alausa, Ikeja, Governor Babajide Sanwo-Olu expressed optimism that the measure would further engender attitudinal change for Property Owners and enable the State to actualize the vision of an environment fit for a twenty-first Century economy and greater Lagos.

“This is a game changer in building control strategies as it portrays us a government that thinks ahead and that is concerned about the safety of lives and properties of the citizens. Considering the lofty intentions behind this idea, and the need to further guarantee the safety of all residents of this great State, the State government will not hesitate to start treating some house owners, contractors and other relevant stakeholders as individuals responsible for collapsed buildings in the State if they fail to apply and obtain Certificate of Completion and Fitness for Habitation on their buildings. Let me restate here categorically that there is nothing to worry about for law abiding citizens and those whose construction works are done to specifications” He stated.

Governor Sanwo-Olu who noted that incidence of collapsed building have been reduced to the barest despite the heavy rains, commended LASBCA officials and charged them on timely delivery of their tasks.

In a remark, the Commissioner for Physical Planning and Urban Development, Dr. Idris Salako charged the officers to always ensure due diligence and discharge your duties responsibly.

In an address of welcome, LASBCA General Manager, Mr Gbolahan Oki who requested for a special security unit to strengthen enforcement and curb harassment of officials, explained that the rebranded certificate which has value addition services is backed up with a security QR code and cannot be compromised, as its authenticity is easily verifiable on the Agency’s website.

“The value addition of the Certificate is also not limited to obtaining a clearance, because the confidence of would-be tenants, property buyers and Banks or Insurance companies would be highly boosted when their property of interest boasts of the Certificate. Generally, Stakeholders are encouraged to confirm that properties of interest are duly certified before payment of rents, conclusion of property sales, approving loan transactions or insurance cover respectively in order to ascertain the level of structural stability and safety of the building”

According to the LASBCA GM, the Agency’s projection is that in the next 2 years, at least 40% of property owners
would have been able to onboard under the new scheme to obtain the rebranded Certificate.

To achieve this goal, Mr Oki said measures have been put in place to simplify the approval process through the use of technology, whilst blocking all loopholes that could compromise the process.

The high point of the event was the presentation of the certificate of completion and fit for habitation to property owners present at the event.
