Minister: ₦880 Billion Needed Annually for Road Maintenance

The Minister of State for Works, Bello Goronyo, says Nigeria needs ₦880 billion annually to properly maintain its vast road network.

He made this known during a public hearing by the Ad-hoc Committee on the implementation and remittance of the 5% User Charge on Petroleum Products and Diesel under the FERMA Act.

Mr. Goronyo emphasized that the 5% User Charge was designed as a sustainable funding mechanism for road maintenance.

However, for years, FERMA has faced serious funding shortfalls, limiting its ability to carry out preventive maintenance.

He warned that the continued underfunding has left the agency in a reactive mode, which has led to deteriorating road conditions, increased repair costs, and disruptions for commuters and businesses.

“The implementation and timely remittance of the 5% User Charge are critical. This dedicated fund is key to reducing reliance on annual budgets and ensuring consistent road maintenance,” he said.

The minister affirmed the Federal Ministry of Works’ commitment to the Renewed Hope Agenda under President Bola Tinubu, aimed at delivering world-class infrastructure to boost economic growth and connectivity.

He described Nigeria’s roads as essential to commerce and social integration, adding that their maintenance is a matter of national importance.

Speaker of the House of Representatives, Dr. Abbas Tajudeen—represented by Minority Leader Kingsley Chinda—expressed concern over the failure of relevant agencies to enforce and remit the statutory 5% user charge to FERMA.

He said the House is obligated to conduct a thorough investigation to uncover the extent of the violations and identify those responsible.

Chairman of the Ad-hoc Committee, Francis Waive, stressed that the hearing is not a witch-hunt but a step toward ensuring transparency, accountability, and compliance with the FERMA Act of 2007.
