NIPR Aviation Hub Unveils Unified Action Plan for Safer, Respectful Air Travel

The Nigerian Institute of Public Relations (NIPR) Aviation Hub has announced a collaborative initiative with key industry stakeholders to implement a unified strategy to tackle the growing problem of unruly passenger behaviour in the aviation sector.

The move comes amid growing concerns that disruptive conduct on flights and at airports is threatening safety, disrupting operations, and damaging Nigeria’s global aviation reputation.

Stakeholders to work with are, the Federal Ministry of Aviation, the Nigerian Civil Aviation Authority (NCAA), the Federal Airports Authority of Nigeria (FAAN), and other stakeholders.

The initiative is in line with the Minister of Aviation’s directive for enhanced staff training and improved public engagement across the industry.

Chairman of the NIPR Aviation Hub, Mr. Basil Agboarumi, said the strategy will focus on boosting staff capacity through nationwide training programmes for airline and airport personnel.

This will be with emphasis on de-escalation, conflict resolution, cultural sensitivity, stress management, and crisis communication.

It will also drive public awareness campaigns promoting courteous travel, with pre-flight announcements, airport signage, and digital content spelling out penalties for misconduct.

The Aviation NIPR hub chairman said, the plan calls for stricter enforcement of existing laws, including the establishment of a national No-Fly List for repeat offenders, as well as flight bans, fines, and prosecution in line with NCAA regulations.

A dedicated Aviation Passenger Conduct Task Force will be created to track behavioural trends, recommend policy updates, and coordinate with airlines, security agencies, and regulators.

Mr. Agboarumi stressed that the safety and comfort of all passengers and crew remain the top priority, adding that the approach blends proactive education, effective communication, and firm enforcement to foster a culture of respect in Nigeria’s air travel environment.

He commended the NCAA, FAAN, and the Ministry of Aviation for their leadership and urged swift adoption of the measures, while calling on airlines to standardize staff response protocols and passengers to comply with regulations.

Mr. Agboarumi also stressed the crucial role of the media in public enlightenment, urging its support in nationwide campaigns aimed at creating safer and more orderly travel experiences.
