Lagos State has been ranked the top-performing state in Nigeria for climate governance for the second year running, according to the 2025 Subnational Climate Governance Performance Rating.
The results were announced yesterday during the public presentation of the report in Abuja.
The annual rating is an initiative of the Federal Ministry of Environment’s Department of Climate Change, in collaboration with the Society for Planet and Prosperity (SPP).
The Minister of Environment, Malam Balarabe Lawal, revealed that Lagos scored 315 points to secure first place.
Katsina State followed with 310 points, and Kaduna State took third place with 305 points.
The rating assesses all 36 states on five key pillars: climate institutional arrangements, policies and legal frameworks, budgetary allocation to climate projects, implementation and monitoring of programmes, and online visibility and public communication.
The Commissioner for the Environment and Water Resources in Lagos State, Mr. Tokunbo Wahab, stated that the recognition reaffirms the state’s leadership in driving sustainable and inclusive climate policies.Initiated in 2024, the exercise has become a key instrument for promoting accountability and performance benchmarking.
This year’s ranking noted significant improvements from Kano and Enugu States, which both broke into the top five.
