Lagos Begins 2026 Promotion Exercise for 5,258 Civil Servants Statewide

The Lagos State Government has commenced the 2026 promotion exercise for 5,258 public servants, covering officers on Grade Level 01–05 in the mainstream civil service and those on Grade Level 01–16 in parastatal organisations.

As part of ongoing reforms in the state’s public service, the government introduced a new evaluation process for senior officers to ensure that promotions are based on competence, performance and professional development.

The exercise includes the Revised Structured Training Programme (RSTP) for officers on Grade Level 01–05 in the mainstream civil service and Grade Level 01–10 in parastatal organisations, as well as the newly introduced Structured Evaluation Assessment Programme (SEAP) for officers on Grade Level 12–16 in parastatal organisations.

The SEAP, being implemented for the first time, features written examinations and computer-based tests, marking the first formal assessment for officers on these grade levels as part of promotion requirements.

The exercise is taking place at the Public Service Staff Development Centre, Magodo, and the Women Development Centre, Agege, with 388 officers participating in SEAP and 4,870 officers undergoing the structured training programme.

Commissioner for Establishments and Training, Afolabi Ayantayo, who monitored the exercise, commended participants for their orderly conduct and the smooth coordination at the centres.

He urged officers to approach the process with dedication and a strong sense of responsibility.

Ayantayo added that the government is committed to building an agile and smart workforce, noting that the introduction of SEAP will ensure promotions are tied to demonstrable knowledge, skills and competence.

Also speaking, the Permanent Secretary in the ministry, Olubusola Abidakun, expressed satisfaction with the level of organisation and preparedness, reaffirming the ministry’s commitment to reforms that enhance productivity in the public service.

The promotion exercise, which will run through the week and end next week, features training sessions and assessments designed to prepare officers for higher responsibilities in the state’s civil service.
