Lagos Conference Pushes Land Reform, Backs State Airline to Drive Growth

Stakeholders at the 19th Lagos State Executive–Legislative Conference have called for urgent reforms to the Land Use Act, identifying land administration as a major bottleneck to infrastructure development and economic growth.

The recommendation, contained in a communiqué read by Professor Adéwálé Aderẹmi at the close of the three-day meeting, urged collaboration between the state government and federal lawmakers to address overlaps in authority that slow down development and complicate land access.

Participants noted that clearer land governance would improve investment flows, ease infrastructure delivery and reduce disputes tied to urban expansion.

Alongside land reforms, the conference also backed plans to establish a Lagos State airline, urging government to fast-track the project as part of efforts to strengthen connectivity, boost commerce and position Lagos as a leading regional hub.

The communiqué further emphasised the need for stronger alignment among the executive, legislature and judiciary to improve policy implementation, reduce duplication and enhance service delivery.

Stakeholders also advocated early engagement between the executive and legislature on budget processes, as well as structured collaboration with party and grassroots institutions to deepen participatory governance.

On social development, the conference recommended data-driven identification of vulnerable groups, community-level needs assessments and inclusive policy design that reflects the realities of underserved populations.

It also called for improved public communication, wider deployment of digital platforms for citizen engagement, and fair compensation and structured resettlement for persons affected by infrastructure projects.

The Special Adviser on Political, Legislative and Civic Engagement, Dr Tajudeen Afolabi, appreciated participants for their contributions and expressed optimism that the resolutions would be effectively implemented to promote better governance at all levels.

The conference concluded that sustained collaboration, institutional trust and political will are critical to achieving Lagos State’s long-term development objectives.
