Lagos Assembly Approves Report on Waste Management

The Lagos State House of Assembly has adopted a report on the proposed solid waste management concession between the state government and Zoomlion Nigeria Limited under the Waste Improvement Programme.


The report was presented during plenary by a committee constituted by Speaker Mudashiru Obasa to review the public-private partnership arrangement aimed at improving waste processing, disposal and overall management across the state.


Chairman of the four-man ad-hoc committee and member representing Eti-Osa II, Gbolahan Yishawu, said the concession and the proposed Irrevocable Standing Payment Order (ISPO) structure underwent a detailed clause-by-clause assessment before legislative approval.


He noted the agreement should only proceed with strict legal safeguards, including clear provisions to resolve ambiguities and full alignment with Lagos State laws.


The committee also recommended that waste collection and transportation remain the responsibility of existing Private Sector Participation (PSP) operators, while Zoomlion’s role should be limited to moving waste from transfer stations to recovery facilities.


Additional recommendations include improved worker health and safety protections aligned with international standards, enhanced revenue accountability and stronger monitoring mechanisms to ensure effective government oversight.


Following adoption of the report, the Speaker directed the Clerk of the House to formally notify Babajide Sanwo-Olu of the development.


The concession agreement, originally signed in May last year under a Public-Private Partnership framework, is part of efforts to modernise and sustainably manage Lagos’ urban waste ecosystem.
