Lagos Assembly Seeks Financial Autonomy for Councillors

The Lagos House of Assembly has called on Governor Babajide Sanwo-Olu to mandate the Ministry of Local Government, Chieftaincy Affairs, and Rural Development to develop a framework for financial autonomy for local government legislatures.

The resolution followed a motion sponsored by lawmaker representing Kosofe Constituency 1, Mr. Sani Okanlawon, seeking to grant financial autonomy to the legislative arms of the Local Governments, LGs, and Local Council Development Areas, LCDAs, in Lagos.

The lawmaker observed that the current dependency of Councillors on the executive for funds undermines the principle of separation of power, and exposed them to undue influence.

He added that if the trend was left unchecked, public confidence in the LGs and LCDAs may be eroded.

In his submission , member representing Surulere 1 Constituency, Mr Desmond Elliott said the motion was important to further strengthen democracy, and help the Legislators carry out their oversight functions without delay.

Mr. Elliott noted that financial independence of councillors will help strengthen grassroots development and governance.

Speaker of the House, Chief Mudashiru Obasa who decried the activities of some former local government Chairmen, who are still meddling with the administration of their successors called on the governor to support council autonomy and ensure capacity-building training for councillors on financial management.

The House also called for prioritising regular training for Councillors on financial management and budgeting processes and legislative best practices.
