Lagos Moves to Replace Old Streetlights With Smart Solar

The Lagos State House of Assembly has taken new steps to improve road illumination across the state, moving to replace ageing streetlights with modern, smart, all-in-one solar units.

Lawmakers on Monday considered the report of the Joint Committee on Energy and Economic Planning & Budget on approving an Irrevocable Payment Standing Order (ISPO) for contractors handling the project.

A letter presented by the Clerk of the House, Mr. Olalekan Onafeko, reminded members that an earlier ISPO had already been issued to a contractor for the first phase, which involved replacing 22,000 solar streetlight fittings across Lagos.

Presenting the committee’s findings, Chairman of the Joint Committee, Mr. Lukman Olumoh, revealed that the first contractor was awarded 90.9 per cent of the project.

However, despite the scale of the job, only 5,000 of the approved 22,000 solar streetlights have been installed so far, with the contractor only beginning to access funds between September and October 2025.

Lawmakers, especially those representing rural constituencies, expressed dissatisfaction with the current distribution pattern.

They stressed that underserved communities deserve fresh installations of solar streetlights to improve safety and visibility at night.

After deliberations, the House directed the Committee on Energy to work closely with the Ministry of Energy and the Lagos State Electricity Agency to ensure fair distribution of the 20,000-unit Smart Solar All-In-One Streetlight Project across all LGAs and LCDAs.
