The Director General, Civil Aviation, Captain Chris Najomo has announced the implementation of the Basic STP 123 AVSEC course as a mandatory baseline training for all aviation security personnel in Nigeria.
This move is aimed at ensuring that security personnel are adequately equipped with the necessary knowledge, skills, and competencies.
This is to effectively implement aviation security preventive measures in accordance with national and airport security programs.
This is contained in a letter dated 25th March, 2025, signed by the DGCA to all operators and Aviation stakeholders.
The directive, which applies to all aerodrome operators, aircraft operators, air traffic service providers, and other aviation stakeholders, requires that all security personnel undergo the Basic STP 123 course before being deployed for aviation security duties.
Also included are all aviation security personnel assigned to screening duties must undergo certification processes.
The new regulation is in line with the provisions of Standard 3.4.1 of ICAO Annex 17 and is intended to enhance the overall security of Nigeria’s aviation industry.
The directive will come into effect on October 1, 2025, and all stakeholders are required to comply with the new requirements.
Aviation stakeholders are required to provide the Basic STP 123 course to all security personnel, including new employees, and to certify all personnel who carry out screening duties.
They must according to the letter also make available training records and certificates to the Nigerian Civil Aviation Authority (NCAA) during inspections or audits.
