Stakeholders’ Consultative Forum on Implementation of the National Humanitarian Development and Peacebuilding Framework Underway In Lagos

A three day workshop to determine how humanitarian, development and peacebuilding partner investments, programmes and activities can contribute to the achievements of the National Humanitarian Development and Peacebuilding Framework for better coordination, information sharing and accountability, is ongoing in Lagos.

Organized by the Federal Ministy of Humanitarian Affairs, Disaster Management & Social Development, the workshop has in attendance representatives of key international agencies, national NGOs, academics and civil society organizations working on Humanitarian, Development and Peace, HDP, interventions in Nigeria

In an opening address, the Permanent Secretary, Ministry of Humanitarian Affairs, Disaster Management & Social Development, Alhaji Bashir Nura Alkali, explained that the workshop, which is the third technical working group meeting, would enable actors to strategize on how to improve and enrich the framework without changing the focus, reflect local content and develop
implementation plan tailored to the specific needs of persons of concern across the country.

He said “During the marking of World Humanitarian Day, the Hon. Minister of Humanitarian affairs, Disaster Management and Social Development presented the National Humanitarian—Development-Peace nexus Framework (NHDPF) to the stakeholders, which believes that there is no development without peace and that sustainable humanitarian response should be linked to development. It is in response to the above that we have gathered here to deliberate on how to do it together and in this same format, so that there will be proper coordination so that those people that are supposed to be catered for are catered for in all ramifications”

The Permanent Secretary said the Ministry of Humanitarian Affairs, Disaster Management & Social Development is expecting a five year costed implementation plan with a well-structured monitoring and evaluation mechanism including institutional arrangement from participants in the workshop.

He announced that the stakeholders’ contributions would be presented to government through the national humanitarian coordinating committee, chaired by the Minister, Hajia Sadiyya Umar-Farouk and co-chaired by the National Security Adviser.

In a goodwill message, the Country Director of ActionAid Nigeria, Ms Ene Obi, described the National Humanitarian Development and Peacebuilding Framework as apt and a vehicle for the Federal Government to better coordinate all stakeholders.

“As actors in the sector, in everything that we do, we are not government, we need to be led by the government and the framework sets the pace, I think this planning will take it down, that’s why the implementation strategy is the one that give life to the framework” she emphasised.

On localization of the framework, Ms Ene Obi harped on the need to ensure financial accountability at the local government level for the humanitarian, development and Peacebuilding Framework to be more effective

In their contributions, Other Stakeholders, including, the NGO, Search For Common Ground, the United Nations Office for the Coordination of Humanitarian Affair, UNOCHA and the British Council’s Managing Conflict in Nigeria, MCN, stressed the importance of the workshop which they said would enable all stakeholders in the sector to speak the same language, eradicate competition and use the HDP nexus to leverage long term solution to help people in need.
