The Lagos State House of Assembly has approved new regulations to enhance administrative procedures and governance across all Local Governments and Local Council Development Areas (LCDAs) in the state.
The approval, granted through a resolution during plenary, was presided over by Speaker, Chief Mudashiru Obasa.
Presenting the report on the Regulations and Guidelines, Hon. Sanni Ganiyu Babatunde Okanlawon (Kosofe I) explained that the document had undergone extensive review before adoption by members of the House.
The guidelines, he said, are designed to promote accountability, structure, and efficiency at the grassroots.
According to Section 5 of the new framework, each Local Government’s Executive Committee shall include the Chairman, Vice Chairman, Supervisors, Special Advisers, Secretary to the Local Government, Council Manager, Council Treasurer, and the Head of Legal Unit.
Section 6 further mandates that any appointment not recognized by the guidelines or local laws must have the Governor’s approval.
Section 8 details the functions of the Vice Chairman, designating the officeholder as Chairman of the Tenders Board.
Additionally, Section 15 establishes Departmental Standing Committees in every department, which must meet at least twice monthly to recommend projects for Executive Committee approval.
Hon. Aro Moshood described the document as “top-notch,” noting that it could position Lagos as a model for effective local governance in Nigeria.
He, however, called for correction of minor numbering discrepancies in the document.
Hon. Kehinde Joseph and Hon. Abiodun Orekoya also sought clarification on omitted roles and the harmonization of supervisor numbers in the guidelines with the principal law.
Similarly, Hon. Bonu Solomon praised the inclusion of community policing provisions, calling them a progressive step toward improved security and employment generation.
The approval of the guidelines marks another milestone for the Lagos State House of Assembly under Chief Mudashiru Obasa’s leadership, reinforcing its commitment to transparency, accountability, and stronger grassroots governance.
