Sanwo-Olu Unveils Digital Platform to Curb Racketeering, Corruption in Land Administration

The Lagos State Government has launched the Electronic Physical Planning Process System (EPPPS), a fully digital platform introduced to eliminate racketeering, reduce corruption, and improve efficiency in land administration across the state.

Governor Babajide Sanwo-Olu, who unveiled the platform on Friday, described the initiative as a transformative step in managing land use, development control, and urban growth in Africa’s largest megacity.

Developed by the State Government in collaboration with technical partners, the system digitises land administration, mapping, and data management processes that were previously slowed down by manual paperwork.

“Our city has grown incredibly fast. With more people, more businesses, and more activities every day, it is clear that we need a smarter way to plan and manage our city,” Sanwo-Olu said. “The old paper-based systems can no longer keep up with the speed, scale, and transparency that a 21st-century megacity demands.”

He explained that the EPPPS aligns with the T.H.E.M.E.S+ Agenda, particularly under Technology and Innovation, by strengthening public service delivery and promoting a modern, efficient, and transparent planning system.

According to the Governor, the platform provides a seamless digital pathway for citizens, developers, and built-environment professionals to submit planning applications, upload building designs, and monitor the approval process from any location.

“Through EPPPS, we expect improved transparency, reduced delays, minimal human interference, and a significant reduction in corruption within the planning process,” he said.

Sanwo-Olu added that the platform will also enhance data-driven urban management, support infrastructure planning, and improve environmental monitoring to ensure developments align with Lagos’ master plan and safety standards.

“For citizens, this innovation means less stress, shorter queues, and faster approvals,” the Governor noted. “It brings fairness and confidence, knowing that every application is treated on merit and every development meets environmental and safety requirements. This is how technology brings the government closer to the people.”

Speaking earlier, the Special Adviser on e-GIS and Urban Development, Dr. Olajide Babatunde, said the digital platform will address long-standing gaps in land administration while blocking financial leakages caused by manual processing.

“This is the future of Lagos. Apart from blocking loopholes and preventing revenue losses arising from human interference, the system drastically reduces processing time,” Babatunde said.

“Above all, it curbs corruption – both from within government offices and from external actors. The system is incorruptible because it provides real-time information that cannot easily be manipulated.”

The EPPPS marks a significant milestone in Lagos’ drive toward transparent governance, improved service delivery, and the digital transformation of land administration in the state.
